what exactly is baptism?

I've been following christ for a few years now but I've never been baptized, partly because I've heard so much about what a baptism isnt that I dont really know what baptism is, can someone explain the ins and outs of baptism to me?
I mean I know its a symbol of your faith, and its the next step in following Jesus, but is it considered being disobedient if you dont get baptized?
is it considered a christians second birth? if so are you not a true christian before baptism?
does it effect a persons salvation if they dont get baptized?
what does the bible say about baptism?

I do find it interesting though that the eunuch asked Philip to baptize him in the water they were passing by so there had to have been something in the teaching Philip was giving that talked about it being done or the eunuch wouldn't have wanted it.

Acts 8:36-37 As they traveled along the road, they came to some water and the eunuch said, "Look, here is water. Why shouldn't I be baptized?"
And he gave orders to stop the chariot. Then both Philip and the eunuch went down into the water and Philip baptized him.
