It is through God's Spirit that we talk to Him.

Romans 8:26. Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered.

One could say that it is through prayer that we talk to God. He knows when we are thinking about Him. So essentially we can talk to Him at any time vocally or internally.
